Foreword This Guide describes the vessel traffic services provided by the Changhua Wind Farm Channel Vessel Traffic Service Center (“Changhua VTS”) and notes for navigation within the Changhua offshore navigation area, to maintain and enhance safety and efficiency. Vessels navigating in the Changhua offshore navigation area are strongly advised to keep this Guide on the bridge for use in navigation and voyage planning. B. Changhua offshore navigation area “Changhua offshore navigation area” refers to the waters outside the Changhua offshore wind farms (between the Port of Taichung and the Port of Mailiao), bounded to the north by the North Reporting Line (N) and to the south by the South Reporting Line (S). It includes the Changhua Wind Farm Channel, precautionary areas, and the inshore traffic area off Changhua. (See Annexed Figure 1.) C. Changhua VTS Area The Changhua VTS Area extends from the North Reporting Line (N) to the South Reporting Line (S) and includes the Changhua Wind Farm Channel and its precautionary areas. (See Annexed Figure 2.) I. Changhua Wind Farm Channel A Traffic Separation Scheme (TSS) is adopted. The Channel comprises a Northbound traffic lane, a Southbound traffic lane, a Separation zone, and East/West traffic buffer (reserved) zones. Boundaries are as follows. (See Annexed Figure 3.) Changhua VTS Reporting Mechanisms I. Vessels required to report All vessels that cross or navigate within the Changhua Wind Farm Channel shall report to Changhua VTS. R.O.C.-flag fishing vessels that keep AIS continuously operational are exempt. II. Communication Keep continuous watch on the channels designated by Changhua VTS. Use Mandarin or English and IMO Standard Marine Communication Phrases. VHF channels: CH 16 — 156.800 MHz — Distress, urgency, safety calling CH 68 — 156.425 MHz — Reporting CH 74 — 156.725 MHz — Promulgation of Maritime Safety Information DSB/SSB frequencies: SSB — 8806 kHz — Reporting and MSI broadcasts (backup: 4372/8803/13194 kHz) DSB — 27.120 MHz — Reporting and MSI broadcasts III. Reporting Report to Changhua VTS when: • Southbound traffic crosses Reporting Line T, N, or C; • Northbound traffic crosses Reporting Line P, S, or M. If entering the Channel other than via the reporting lines, report 1 NM before entry. If you must cross a traffic lane, report to Changhua VTS. Report contents (IMO SRS format): A — Vessel name and call sign (R.O.C. naval/government vessels: name only) C — Position (latitude/longitude) E — Course F — Speed P — Dangerous goods on board, class (if applicable) X — Other matters related to navigation safety requested or required by Changhua VTS IV. Surveillance authority and responsibility (Changhua VTS vs. port VTS) Vessels departing Taichung or Mailiao and intending to enter the Channel shall report to Changhua VTS per this Guide. Vessels are monitored by Changhua VTS while within the Channel. After leaving the Channel, monitoring by Changhua VTS ceases; vessels bound for Taichung or Mailiao shall report to the respective port VTS. Port VTS channels (see each port’s entry guide for details): • Port of Taichung — “Taichung VTS”: CH14 (156.700 MHz) reporting/ship-shore/pilot comms; CH16 (156.800 MHz) distress/urgency/safety. • Port of Mailiao — “Mailiao Port Radio”: CH13 (156.650 MHz) ETA/ship-shore/pilot comms; CH16 (156.800 MHz) distress/urgency/safety. E. Vessel Navigation Regulations I. General provisions Comply with COLREGs (1972, as amended), especially Rule 10 (Traffic Separation Schemes). Keep AIS continuously operational within the Channel unless otherwise provided herein. Proceed in the correct lane in the general direction of traffic flow. Avoid crossing traffic lanes as far as practicable; if obliged, cross as nearly as possible at right angles, without loitering or impeding other traffic. In addition, observe the following recommendations by vessel type. II. Vessels engaged in towing or pushing Use the East and West traffic buffer (reserved) zones for navigation. III. Offshore wind farm service vessels Bound for wind farms west of the Channel: from the north or south precautionary area, turn into the West traffic buffer zone, then proceed to destination. Bound for wind farms east of the Channel: from the north or south precautionary area, turn into the East traffic buffer zone, then proceed to destination. If draught and under-keel clearance permit safe passage, you may use the inshore traffic area off Changhua to reach the eastern wind farms. IV. Anchoring and other operations Avoid anchoring in the Channel or near its north/south ends. In emergencies, report to Changhua VTS; avoid anchoring in the traffic lanes and submarine cable areas; exhibit appropriate lights/shapes; leave promptly once the cause ceases. Without permission of the competent authority and prior notification to the MPB, MOTC, vessels may not conduct underwater/surface/over-water works (e.g., dredging, surveying, including by unmanned vehicles) within the Channel. R.O.C.-flag fishing vessels engaged in fishing are exempt. F. Changhua Wind Farm Channel Vessel Traffic Service Center (Changhua VTS) I. Changhua VTS Established in accordance with SOLAS, Changhua VTS monitors vessels using the Channel and provides navigational warnings and related assistance. (See Annexed Figure 2.) Call sign: Changhua VTS Email: owfvts@motcmpb.gov.tw II. Competent authority Operated and managed by the Maritime and Port Bureau (MPB), MOTC. Duties include monitoring vessel movements in the Channel and, when necessary, notifying maritime SAR authorities, the Coast Guard Administration (Ocean Affairs Council), and other agencies. III. Implementation items Receive reports from vessels entering the Channel. Maintain continuous watch on VHF CH16 and working channels. Use RADAR, AIS, and VHF to monitor navigation within the Channel. Provide navigation-safety information. Warn and advise vessels when dangerous situations develop. Issue warnings to vessels violating this Guide. Notify and liaise in maritime incidents. In case of distress/emergency/marine casualty or incident, with approval from the competent authority, notify the vessel’s cooperating rescue/salvage operator to respond. IV. Actions for violations The competent authority may request assistance from the Coast Guard Administration to maintain order and safety where: A vessel refuses VTS recommendations/management and is or may be inconsistent with “innocent passage”; A vessel enters the Channel without reporting as required; A vessel in the Channel fails to transmit AIS; A vessel poses a serious threat to navigation safety. G. Supplemental Provisions I. Navigation risks in the Changhua offshore navigation area As northbound/southbound traffic concentrates in the Channel, traffic density is high; maintain close situational awareness to avoid risks. As wind farm areas are open to passage, vessels may emerge at any section of the Channel; keep a strict lookout and proper watchkeeping. If, after assessing risks, the master considers navigation in the area or Channel unsafe, consider vessel characteristics, loading, and hydrographic conditions, select an alternative safe route, and prepare an appropriate passage plan; it is not recommended to pass between Mudou Islet (Penghu) and the western wind farm areas off Changhua. II. Notices for ships in the Changhua offshore navigation area Changhua VTS provides safety information and general recommendations only. Nothing in this Guide relieves the duties set out in STCW and other instruments/regulations. The master retains ultimate responsibility for the safety of the vessel and persons on board.
